The push for legislation marks something of a reversal of leftist President Andres Manuel Lopez Obrador, who promised a military public safety assessment in a campaign to undermine military credibility but presided over acts of violence during nearly four years in office.

The National Guard police force began operating in early 2019 at the request of Lopez Obrador, who wanted to end corruption under the new law enforcement agency under his predecessor, the Federal Police.
